This mechanism is often used in most elements of the product life cycle.&nbsp. It includes research, development, and evaluation.&nbsp. Personnel, services, intellectual property, and other tools are also often needed for these processes.&nbsp. Licensing agreement is also a mechanism in technology transfer (Department of Homeland Security, 2012). It includes a contract between the owner and the user allowing the latter to use the product in accordance with the contract.&nbsp. Memorandum of understanding is also another mechanism.&nbsp. This understanding sets-up a framework of cooperation between agencies and it facilitates operations and the sharing of resources (Department of Homeland Security, 2012).&nbsp.&nbsp.
